Biographical / Historical
Marvin E. Proffer was born on February 3, 1931. Elected from Jackson, in Cape Girardeau county and representing Missouri’s 156 district, Proffer was a Missouri State Representative (Democratic Party) from 1964-1988 and the Chairman of the House Budget Committee from 1981 to 1988. After retiring from the legislature, Proffer became a lobbyist for Southeast Missouri State University until 2006.
