Scope and Contents
This is a collection of loose correspondence, newspaper clippings, and court documents relating to I.R. Kelso's law practice between 1940-1949. This is not a comprehensive collection and is clearly not all of Kelso's papers or all of the correspondence relating to these cases. Folders are arranged topically based on which case they relate to.

Biographical / Historical
Issac Reynolds Kelso, I. R. Kelso, was born on Sept. 13, 1871 in Audrain County, MO. Kelso attended school in Mexico, Missouri and graduated from Westminster College in Fulton, MO. He began a law practice in Mexico, MO. and married Miss Nellye S. Kilgore, Nov. 22, 1893. From Mexico he moved to Kennett and finally Cape Girardeau to practice law. In Cape Girardeau he began the law firm Miller and Kelso in the H.H. Building. Kelso was also a large part of many civic campaigns for Cape Girardeau and eventually was owner and president of Southeast Missouri Utility Company and the Kelso Oil Company. Kelso waas a Board of Regent for Southeast Missouri State in 1938-1949. He died Nov. 21, 1951 in St. Louis.

Abstract
Legal documents relating to the case of the United States vs. Iska Carmack, regarding the federal government’s right to seize part of Court House Park in the City of Cape Girardeau for use as a Post Office. Also in the collection are articles of Incorporation for the Dixie Haven Garage and documents on the case of the Board of Trustees of the Hannibal Presbytery of the Presbyterian Church vs. J.E Taylor, Missouri Attorney General.
