Scope and Contents
The collection primarily consists of public correspondence and secondary materials relating to Friant’s careers in business and public service. Private or family correspondence is minimal. Major topics in the collection’s materials include correspondence concerning the activities of the Little River Drainage District and the National Drainage Association with copies of federal documents regarding rural population, flood control, land reclamation, and farm relief. Also included are files dealing with the Southeast Missouri State Teachers College Board of Regents and the Cape Girardeau Rotary Club. There are drafts and copies of Friant’s public speeches and a large scrapbook of miscellaneous items.

Biographical / Historical
Julien N. Friant, born March 11, 1887, graduated from the Cape Girardeau Normal School in 1907. He became an important promoter of economic development for Southeast Missouri as an officer in the Himmelberger-Harrison Land and Investment Company (1915-1925) as special representative for the Little River Drainage District, and as Secretary-Treasurer of the National Drainage Association (1931-1933). From 1933 until his death on October 27, 1939, he served as Special Assistant to the Secretary of Agriculture. In this capacity he pursued the passage of legislation and regulations for the improvement of rural lands and roads. Friant also served on the Board of Regents at Southeast Missouri State Teachers College from 1931 to 1935. He was active in the Cape Girardeau Rotary Club.
