The Board of Publications was a campus advisory committee charged with overseeing Southeast’s journalistic media. They had responsibility for SEMO-sponsored publications and the board was made up of publications’ advisors and editors, administrators, faculty personnel, alumni, and Student-Senate appointed representatives. The Board of Publications performed oversight for operational matters for their publications and approved editorial appointments.

In 1978, the Board of Publications evolved into the Communications Council. It coincided with a total reorganization of the Southeast Missouri State University campus that year. In effect, the change added broadcast media to its repertoire; it was felt that the term “publications” just indicated the print medium. With this change, the ten-member council obtained added responsibilities, including the appointment of the editors of the Capaha Arrow and the Sagamore, as well as the student general manager of the campus radio station, KRCU. The Council was also charged with developing the budget and policies for both the radio station and print publications. The ten-member council included the Dean of the College of the Humanities as Chairman, and representatives of the speech, communication, theatre, journalism and English departments, and advisors and student managers of the involved media.
